Business Systems Analyst 1/Trainee (NY HELPS)

Position Summary

These positions are in the Business Analysis Solutions unit of the Business Analysis, Quality Assurance and Decision Support Solutions section of the Information Technology – Business Solutions (ITBS) department.
Under the general direction of a Business Systems Analyst 2, the Business Systems Analyst 1/Trainee is expected to execute business analysis tasks for defects, enhancements and projects at NYSTRS. This includes analysis and design, application support, systems testing, maintenance and implementation. They will work closely with all levels of the user community, as well as all levels of employees within the IT Division.

The department is seeking to fill two positions.

NY HELPS Program Information

  • This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
  • For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications, and any specialized requirements, of the title for which they apply.
  • At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Minimum Qualifications

Either 1) Reachable on the Civil Service eligible list; OR 2) Eligible for reassignment by virtue of having permanent competitive service as a Business Systems Analyst 1 (SG-18); OR 3) Eligible for transfer under the provisions of Civil Service Law by virtue of having one year of permanent competitive service in an appropriate title.

To be appointed via the NY HELPS program, you must meet the following requirements:

Business Systems Analyst Trainee 1 (Grade 14)- A bachelor's or higher degree

Business Systems Analyst Trainee 2 (Grade 16)- A bachelor's degree or higher and one year of professional business analysis experience where your primary duty included three of the five following activities: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

Substitutions-A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Business Systems Analyst 1 (Grade 18)- A bachelor's degree or higher and two years of professional business analysis experience where your primary duty included three of the five following activities: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

The following activities are not considered qualifying experience:

  • Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms.
  • Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
  • Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.
  • Development of instructional materials and classroom training.
  • Help desk duties including troubleshooting, resolving user issues, and providing customer service.

Preferred Qualifications

  • Experience with requirements gathering, creating business and functional requirements and specifications and requirements traceability matrices
  • Experience in information technology analysis methodologies, including working with developers and business users
  • Exceptional verbal and written communication skills
  • The ability to develop and forge strong relationships and build consensus among competing stakeholders
  • Experience working on projects using a formal project management approach
  • Experience in facilitating meetings and interviews with end users at all levels of an organization
  • Experience communicating in a professional manner with all roles up to and including Management
  • Experience with Microsoft Visio creating business process flows and cross-functional flowcharts
  • Ability to use Microsoft Word, Excel, PowerPoint, Access, Teams, Visio, and Service Now effectively and efficiently
  • Experience with Adobe Acrobat Pro, Adobe, Service Now, SnagIt, WebEx, and Biscom SFT
  • Knowledge of ITIL v3 standards, cloud concepts, and architecture
  • Experience creating training content, including documentation and videos
  • Self-starter, motivated, and able to work independently
  • Commitment to providing exceptional customer service
  • Excellent interpersonal skills

Work Modality

This position is subject to a hybrid work schedule.

Job Duties

The duties of the Business Systems Analyst 1/Trainee include, but will not be limited to, the following:

  • Monitor ServiceNow for demand submissions daily.
  • Document as-is/to-be and creation of flows (traditional and cross-functional) or models according to NYSTRS standards and recognized business analysis methodologies
  • Identify and document scope of business processes, changes, and enhancements, along with prioritizing and remaining aware of business process changes
  • Manage the relationship with stakeholders to identify, model, and document business processes and data requirements
  • Translate technical complexities to stakeholders, ensuring thorough understanding of design decisions while working with Information Technology teams to ensure requirements are understood, developed, tested, and delivered to specification
  • Work closely with the Project Team to ensure analysis activities are properly estimated and included in the project schedule
  • Work with the Project Team to ensure requirements gathering stays within scope or enact a change request if the scope needs to be revisited
  • Utilize NYSTRS user story templates, including producing additional templates and, when needed, improving upon templates already in use
  • Validate that solutions meet business needs by developing, maintaining, and executing test plans, test cases, and test data, along with performing unit testing and documenting results
  • Provide project support as needed
  • Provide operational support as needed
  • Facilitation of meetings and trainings as needed

Salary Grade

This position is a Grade 14/16/18

Salary Range

  • Grade 14-$61,237 - $79,900
  • Grade 16-$68,439 - $89,298
  • Grade 18-$76,378 - $99,656
